Follow the incentive, not the press release. A defense establishment that rewards procurement cycles over rapid iteration, and that measures success by budget allocation rather than operational readiness, is structurally ill-suited to close a gap that requires speed above all else. Krevor and Stratolaunch represent the kind of private-sector, mission-driven capability that the Pentagon increasingly needs to partner with — not manage from a distance. The ten-minute clock does not pause for committee review.
